The City of Riviera Beach:
Shelby L. Lowe – Chairperson, City Council

Shelby L. Lowe represents the City of Riviera Beach Council, District 5, and was sworn in as the City Council and Community Redevelopment Agency Chairman on April 4, 2007. 

Born in Riviera Beach in 1965, Shelby graduated from Suncoast High School in 1983, attended the University of Florida for 3 years and then left to join the United States Navy in 1987. He spent six years in the United States Navy as an Avionics Technician and was deployed to defend his country during Operation Desert Storm. Shelby was honorably discharged from service in 1993 and came back home to Riviera Beach to be with his family and to serve his community. He enrolled in Northwood University in 1996 and obtained a Bachelors degree in Business Administration (Summa Cum Laude) in 1999. He then went on to obtain a Masters Degree in Public Administration in 2001 from Troy State University.

Currently, Councilman Lowe serves as a member of the Palm Beach County League of Cities, the North Palm Beach Chamber of Commerce, the Riviera Beach Business Council, the Beaches and Shores Committee, the Inland Port Task Force and the Singer Island Rotary Club.  He has been involved in various charitable organizations, such as, “Paint Your Heart Out” Palm Beach County, Palm Beach County Food Bank Volunteer Food Drive, and the Lincoln Elementary School Reading Tutorial Program. He also served as the Riviera Beach Little League President, United Way of Palm Beach County Volunteer Services Board Member, Major League Baseball’s Reviving Baseball Inner Cities (RBI) Coordinator, and Riviera Beach Education Advisory Board Member.
